The Mission Creator changes in GTA Online Title Update 1.73 are easy to miss because they sit inside a much larger Kortz Center Heist update. They are also unusually important: Rockstar has added systems for moving players between locations, building disguise-based stealth, controlling cameras, shaping objective logic and giving custom jobs a better chance of appearing in rotation. This is a practical guide to the tools the official patch notes actually list and what they enable.
Best new tool
Functional CCTV plus outfit-based ignore rules create the clearest new stealth building block. A creator can design a route where cameras and actors ignore players in a selected disguise, turning clothing into a mission-state mechanic instead of a purely cosmetic choice.
Warp Points Connect Mission Spaces
Warp Points let creators move players between two locations during a mission. In practice, that can connect an exterior approach to an interior, a planning room to a target area, or separate regions that would otherwise require a long drive. The official notes do not promise seamless loading or a particular visual transition, so the strongest use is structural: warp points make multi-stage missions easier to stage and reduce dead travel between objectives.
Approach
Start outside, then move the team to the selected entry interior once the scope-out is complete.
Heist flow
Use separate spaces for planning, equipment recovery, infiltration and escape without forcing one giant play area.
Pacing
Remove empty travel while preserving clear objective text and a deliberate sequence of locations.
CCTV and Disguise-Based Stealth
Rockstar added functional CCTV cameras and a rule that lets actors and cameras ignore players in certain outfits. This creates a simple but powerful stealth grammar: the outfit becomes a pass condition, the camera becomes a detection zone, and the creator can decide when the disguise is useful. The notes do not say that every NPC, weapon or mission action automatically respects the disguise; custom missions still need careful testing for prompts, objectives and fail states.

Objectives, Interactables and Actors
The update raises the ceiling for mission logic. Rockstar says creators can place 32 Objective Objects, configure new interactions, choose prompt text for interactables and object minigames, add new actors and use shared follow paths. A creator can also let several actors melee attack at once, add animation options, attach actors to chase units and assign tasks that invalidate previous tasks when a mission flag is triggered.
Cutscenes and Mid-Mission Control
Creators can now add up to five cutscenes instead of three, assign player tasks during cutscene shots, progress the time of day over a shot, show objective text over cutscene shots and set a cutscene start delay. The update also adds an additional mid-mission inventory swap. Together, these changes make it easier to create a mission with a beginning, escalation and payoff rather than a chain of disconnected markers.
Story structure
Use the extra cutscene slots for briefing, reveal, setback, approach and extraction beats.
Playable continuity
Keep mission tasks and objective text meaningful across a cinematic transition instead of ending the gameplay loop.
Inventory pacing
Use the mid-mission swap to change gear after a disguise phase or before a combat escalation.
Testing
Start from a specific objective to reproduce later phases without replaying the entire mission every time.
Nominate Jobs for the Next Job Vote
Update 1.73 also changes how created jobs can surface after a session. Players can nominate up to 16 player-created jobs through the end-of-mission leaderboard, Pause menu, Recently Played, Bookmarked or My Jobs menus. After a player-created job, nominated jobs from players in the lobby can be added to the Next Job vote screen. This does not guarantee a job will be selected, but it gives creators a direct way to seed the next vote instead of depending entirely on discovery.

Platform Notes and Limits
Rockstar's notes specify that some new interiors, world features and example Mission Creator content are available on PlayStation 5, Xbox Series X|S and GTAV Enhanced on PC. The notes also list platform-specific restrictions for some vehicles and awards. If a creator cannot find a feature, confirm the platform and edition before assuming the tool was removed or the mission is broken.
