Playable protagonist
Jason Duval
Rockstar describes Jason as someone who grew up around grifters and crooks. After a stint in the Army, he ended up in the Keys working for local drug runners. He wants an easy life, and Rockstar says meeting Lucia could be the best or worst thing to ever happen to him.
›Former Army serviceman, according to Rockstar's official bio
›Works around the Leonida Keys' drug-running economy
›Wants a less difficult life than the one he inherited
›Meeting Lucia could be the best or worst thing to ever happen to him
Lucia's father taught her to fight when she was young. Fighting for her family eventually led to Leonida Penitentiary; now out, she is determined to change her circumstances and pursue the good life her mother has dreamed of since their days in Liberty City. Rockstar says she is done with half-baked fantasies and is prepared to take matters into her own hands.
›Recently released from Leonida Penitentiary
›Strong family motivation and a clear ambition for a better life
›Fighting background established in Rockstar's official bio
Brian lets Jason live rent-free at one of his properties in exchange for help with local shakedowns.

Five Supporting Profiles
What each biography contributes to Leonida's criminal ecosystem
Boobie Ike
Vice City legend - Only Raw Records partner
Official bio
Rockstar calls Boobie Ike a local Vice City legend who turned his time in the streets into an empire spanning real estate, a strip club and a recording studio. He is most invested in his partnership with Dre'Quan for Only Raw Records: now they just need a hit.
Dre'Quan Priest
Hustler - Only Raw Records partner
Official bio
Dre'Quan is presented as more hustler than gangster. He dealt on the streets to make ends meet, but music was always the goal. Having signed Real Dimez to Only Raw Records, his days of booking acts into Boobie's strip club might be numbered as he sets his sights on the Vice City scene.
Real Dimez
Rap duo - Only Raw Records artists
Official bio
Bae-Luxe and Roxy have been friends since high school. They turned shaking down local dealers into cash through spicy rap tracks and a relentless social media presence. An early hit single with local rapper DWNPLY took them higher, and after five years and a lot of trouble they are signed to Only Raw Records.
Raul Bautista
Seasoned bank robber
Official bio
Rockstar describes Raul Bautista as a seasoned bank robber with confidence, charm and cunning, always on the hunt for talent ready to take the risks that bring the biggest rewards. His recklessness raises the stakes with every score.
Brian Heder
Keys drug runner - Boat yard
Official bio
Brian Heder is a classic drug runner from the golden age of smuggling in the Keys. He still moves product through his boat yard with his third wife, Lori, and has been around long enough to let others do his dirty work. Jason lives rent-free on Brian's property in exchange for helping with local shakedowns.
